Case Study
Highways is one of the most successful categories with regards to early payment uptake. Approximately 46% of suppliers tendering in this category of spend opt into the Programme.
London Borough of Croydon Council procured a Next Generation Highways Contract with an annual spend of £15 million, forming a long-term partnership to support with the investment in people, materials infrastructure and technology, and provide ongoing maintenance works and operational support.
They procured the contract through a competitive dialogue with a negotiation procedure, awarding the seven-year contract to a single bidder. FM Conway won the tender, and signed up to Croydon’s Premier Supplier Programme.
“We joined Croydon’s Premier Supplier Programme (PSP) as part of our bid for the Next Generation Highways Contract. This is a seven year contract with a potential for three years extension, and so working closely with Croydon Council is incredibly important to us. The programme is another way for us to support the Council and ensure our time is spent focusing on adding value and development opportunities, rather than chasing payments. The programme brings regularity to payments which allows us to use that cashflow to ensure fair payment to the local organisations we work with, which in turn supports the local economy and fulfils our commitments to the Prompt Payment Code. We would highly recommend the Premier Supplier Programme as a great way for suppliers to take the hassle out of payments and work closer with your Council customers.”
Financial Controls Director – FM Conway
“Initially, there were concerns about including the programme in our tender documents for such a significant contract. This was a huge piece of work, that had the potential to result in significant savings and have a huge impact on the local economy and supply chain. However, we did not need to worry, as the programme has driven even more savings and supported our main contractor and its supply chain with cash flow and liquidity.
“Due to the improved payment processes, all friction has been removed from our relationship with the contractor, allowing us to focus fully on getting the job done, rather than worrying about administration. This programme truly has been a win-win for our Highways contract.”
