About the Opportunity

The current collaborative contract for Intelligent Transport Systems (ITS) is due to expire in September 2024.

The current members of the collaboration (‘Group’) are as below;

• Bedford Borough Council

• Cambridgeshire County Council

• Central Bedfordshire Council

• Luton Borough Council

• Peterborough City Council.

 

The Group are currently preparing a new procurement project, in line with the Public Contract Regulations 2015, in order to go to the market in early December with the opportunity for all interested parties to bid. The contract is for the maintenance of Traffic Signals and other Intelligent Transport Systems and the supply and install of new traffic signal systems, except those supplied through third party projects such as for new developments. The service is to be delivered across the above five geographical areas. Contract term will be a potential 8 years with a contract value approximately £25million across the Group.

 

The Group will be hosting a Supplier Engagement event on Wednesday 11 October 2023 at 10am – 12:30pm.

The aim of the event is to;

• Allow the Group to introduce the opportunity and themselves to interested potential bidders;

• Allow potential bidders to provide constructive feedback on the Specification – all feedback will be reviewed, considered, and used if appropriate;

• Allow the Group to gain an insight into possible innovative and sustainable methods of service delivery;

• Provide some guidance on the tender process and expectations.

 

The event will take place at Peterborough City Council offices and we would like any interested parties to attend. The deadline for invites is midday on 10 October 2023. We would request no more than two attendees from each organisation please. Luton Borough Council are the lead authority for the procurement.

About the Opportunity

Winchester City Council (“The Council”) invites suitable organisations to tender for the Park and Ride (P&R) Service in Winchester. The current eight-year contract is due to expire April 2024. The council has declared a Climate Emergency and addressing the climate crisis and reaching carbon neutrality is one of the city council’s overarching priorities. To support, the council are seeking a service using vehicles which operate on hydrotreated vegetable oil fuel (HVO) contributing significantly to reducing CO2 emissions in Winchester.

The provision for a network of Park and Ride (P&R) sites surrounding Winchester was first adopted and developed by both Winchester City Council and Hampshire County Council in the early nineties. The council has declared a Climate Emergency and addressing the climate crisis and reaching carbon neutrality is one of the city council’s overarching priorities. To support, the council are seeking a service using vehicles which operate on hydrotreated vegetable oil fuel (HVO) contributing significantly to reducing CO2 emissions in Winchester. It is anticipated that the use of HVO fuel is an interim step on its transition to a Zero Emission P&R operation. A new contract is to commence April 2024.

The service operates Mondays (0625 – 1930) to Saturdays (0700 – 1930), except Bank and Public Holidays. An enhanced timetable of operation is also required to cover the five-week pre-Christmas shopping period. The service has been successful in accommodating large numbers of commuter vehicles, which would otherwise exacerbate peak hour congestion in the city and more recently facilitating the development of Winchester’s shopping and visitor experience to promote a vibrant economy.
